The
Dutch procurement conditions for ICT products and services of the central
government, ARBIT, are not suitable for all kinds of ICT
procurements. Governmental institutions applying them inappropriately run
serious additional project risks. Frank van ‘t Geloof published an article (in
Dutch) om May 3rd, 2011, in Computable about the ARBIT. In April 2011 he also published a more

The Dutch
design magazine “Items” publishes columns from Frank van ‘t Geloof some times
per year. So far the following columns appeared: “Mijn naam
is Haas”, about unsuccessful excuses for copyright infringements “Sta op je recht”, about the use of Ex Parte orders. Ex Parte orders provide copy right owners the possibility to immediately stop infringements.

looking for new business information systems often want to receive fixed price
and fixed date quotes from their suppliers. Suppliers usually are reluctant to
do this. After all, business systems projects always contain significant uncertainties,
it is hard to limit the project scope and there is always a strong dependence
